As we all know by now, if you wait long enough, everything will come back into fashion and be revived in some way or another. Take the Justice League Detroit, for example; long the butt of many jokes and the subject of much scorn amongst DC Comics fans, the mid-1980s reboot of the JLA is currently undergoing a renaissance of sorts across a number of New 52 books.
The most obvious is, of course, Justice League of America, the high-profile new series by Geoff Johns and David Finch that has added Vibe to its roster – but the Vibe solo title has fellow JLDetroit members Dale Gunn and Gypsy in it, as well (The latter potentially playing a very important role in the DCU if the tease in #2 is anything to go by). Meanwhile, Vixen – the one Detroit Leaguer who remained in the big time after the team imploded, thanks to a role in the Suicide Squad and later return to the League during the Dwayne McDuffie era – shows up in this week’s Justice League in a blink-and-you’ll-miss-it cameo, and even Steel has been mentioned as existing over in James Robinson’s Earth 2 (as “Captain Steel”).
Everything old is new again, it seems – But if the Detroit League can make a comeback, who’s next? Should we start combing the Marvel NOW titles for signs of a Team America guest shot?

I think it is two different versions of Steel that you are both referencing. The one in the article is most likely “Commander Steel”(aka. “Citizen” Steel or just “Steel”) only he’s been renamed “Captain Steel” for the New 52.
Whereas the hero known as “Steel” that appeared in Action Comics #4 is John Henry Irons

Let’s see if anyone remembers this one: Young Heroes in Love. The book ran for 18 issues from 1997 to 1998. As the title implies, there was a strong emphasis on super hero romance, but it was also a fun series about a bunch of newcomers to the life of super powered crime fighters. I was particularly fond of the character Off-Ramp who used his car in combination with his teleportation ability to bring the team wherever they needed to go.

Writers who keep their jobs. Editors who just edit instead of trying to write. I’d love for these things to both come back to DC.
Then after that, a Young Justice comic book and some multiverse stories. (Those are already happening though.)

Team America changed their named to the Thunderiders in the 80s because the name was a trademark of the toy company from whom marvel licensed the book. They showed up in THE THING for a few issues before shuffling back off into oblivion, where I believe they remain today.
The Young Heroes in Love will probably never be seen again because they are partially creator-owned. That was back in the days when DC was more lax about allowing creator participation in the mainstream DCU line. What it means in practice is that there are a number of books from the period which will either never be reprinted or revisited, or will maybe be reprinted by another company with all the DCU signifiers sanded down (i.e. Major Bummer, which was reprinted by Dark Horse a couple years back).

Vixen was in the McDuffie era because she was in the Meltzer era; I believe it was Brad Meltzer who brought her into the League when it was relaunched in the series that lasted through the end of the previous era, not Dwayne (no disrespect to the late, great Mr. McDuffie).

Meltzer might have brought Vixen onto the team in the new incarnation of the series, but it was largely through McDuffie’s efforts on the JLU animated series that the character came back to prominence. I’m sure that must have played a part in Meltzer’s(and editorial’s) adding her to the roster.
