I’m pretty sure that Splash Page article is confirming Ant-Man and Dr Strange as Phase THREE movies, not Phase Two.

“the world will finally see Edgar Wright’s “Ant-Man,” long-rumored but now on the fast-track towards reality as the official start of Phase Three.”

Avengers 2 ends Phase 2, so anything released after Summer 2015 (Ant-Man, Dr Strange) would be a Phase 3 film.
