The publishers want to make more money, so they bring back characters that have died to draw more people in. Btruce wayne has been batman for over 70 years already! If dc would only focus more on putting the spotlight on the NEW batman instead of bring back the old one, then they be moving the company fowards for the future. the fans are just as bad; they can't accept a change, so the complain about dick grayson being a pretender and so to make them (and their stockholders) happy DC brings back bruce wayne as batman. If fans would just accept change like the rest of us do and Geoff Johns and the rest at dc would just stand firm with their decision for a new batman then DC comics would finally move forward.
