In part because there is a lot of story in the seven (soon to be eight) books, more than could be squeezed into films. In part because a TV show doesn't need the same size audience as a movie, and I cannot see the DT books having the sort of following to make even one film a hit. Howard's an OK filmmaker, and Goldsman has become at least a tolerable screenwriter (I liked I, Robot and I Am Legend a lot). But I don't see them as being the right people to bring King's weird and sometimes poorly organized mix of western, high fantasy and horror to life. Abrams and his friends from Lost would have been better. Joss Whedon (who seems to not be a King fan despite following a similar career) would be great. If it has to be, it should be a TV series.
