And if they follow the Invaders comic, which I'm not holding my breath, Namor pretty much bankrolls the group and provides all the nifty hardware they use. The first of the 'Marvels,' Toro more or less exists because of him, he was the 'blueprint' for the Vision and even had the Initiative training camp named after him. All of which could easily be explored/followed up on in future films. Then again, Namor is only king of 75% of the planet.
