It's something that's been used in advertising and TV/Film production for many years now. It's not meant to look slick, just to pitch an idea, made from storyboard art. I wouldn't be surprised if this Black Panther stuff started off the same way. If this is what they're now trying to pass off as "motion comics" expect more disappontments.
