Given that criteria, I’ll certain agree with the choice of Catwoman — well, at least for half of her outfits — The Riddler, Poison Ivy and Doctor Doom. But Ming the Merciless? Black Manta? I don’t know …

Black Manta is ridiculous looking. I’d put Joker, Darkseid, Red Skull, Magneto, and Professor Zoom all before Manta. Also a little perplexed by the Dark Phoenix entry. Not because it isn’t a cool costume, but the comments on why it’s cool. Oy.
