I felt that the main plot climax was straight out of a Sen. John Kerry speech. Capt. America realized that the things he stood for were causing substantial, collateral damage and this War, like any war, was messy and tough. To rectify this, Cap surrendered. He gave up what he believed at the core of his being and stopped fighting… Cap had to be written somewhat out-of-character to accomplish the ultimate goal of changing the status quo of the Marvel Universe. For this, it had to be someone like [Mark] Millar who understood the political implications of an ideological debate and the divisiveness of the entirety of that debate.
